Any car seat used in Canada requires a national safety mark. Not having this mark means it doesn't comply with regulations, it means there won't be any insurance coverage. Better ask your friends and family to prepare you one in Canada.
By the way, there is a slim chance you can get a Canada national safety mark car seat in Hong Kong. Just get them locally. Plus it's a lot cheaper to buy in Canada than HK

Like flogum mentioned, if the car seat doesn't carry that sticker, it's not comply with regulations. The statement from the picture is US law, which is not the same as Canada's. I don’t suggest you to rent a car seat from car rental company.. they are usually dirty and you don’t know if they’ve been in accidents before or not. Maybe your relative can ask their friends if anyone can lend them one. If not, I highly suggest you to ask your relative to buy one at Walmart! You don’t need a fancy one since it’s only for a short period of time. But like others said, make sure they are buying it through a Canadian company with the Canadian sticker! Canada has a higher standard than the US when it comes to car seat!
