A Phil driver is hired under a domestic helper contract, and you need to apply for driving permission from the HK immigration separately (there is another form for you to fill in).
The reasons you put down must be related to domestic duties ie driving children to school is ok, driving helpers to the market is okay, driving elderlies to have medical check up is okay, but driving employers to work is NOT okay.
Since they are 'domestic helpers', they are supposed to be living with the employer. I know many of them live out but they are all illegal! I have asked the immigration, they have stopped processing 'live-out' permissions since 2003.
Becoz of the accomodation issue, I have hired a local driver instead.

The driver is only responsible for driving, and he / she stays in the car. You need to have another caretaker to sit with the child at the back and bring the child (if the child is v. young) to the destination.
If the child is old enough, ie at least 3 yrs old, there would be no problem in taking public transport.
For babies, it is very dangerous for them to travel in a car without an infant car seat. One of my friend's baby had head injury while travelling on a taxi (minor collision only).
